BOARD MEETING MINUTESTown of Dairyland Annual Meeting Minutes
Held on Tuesday, April 16, 2024, @ the Dairyland Town Hall @ 7 pm Members Present: 12 electors were present. The town annual meeting was called to order by Chairman, Fran Reinhardt and the Pledge of Allegiance was recited. Procedures for the annual meeting were given by the chairman. The 2023 Annual Meeting Minutes were read by Tammy Baer, Clerk. A motion to approve the 2023 annual meeting minutes was made by Michael Schaaf, seconded by Hook Sandstrom. Voted on by voice vote aye - 12, no - 0, motion carried. Treasurer’s Report was given by Richard Gustafson, treasurer. Funds on hand as of 1/1/2023 were $83,804.94, receipts were $1,080,843.88, Checks were $943,001.65, with funds on hand as of 12/31/2023 $221,647.17. The Indebtedness was $759,100.25. The CAT Excavator was paid off in January 2024 and the truck should be paid off by January 2025. So, the amount of indebtedness is closer to $750,000.00. A motion to approve the treasurer’s report was made by Michael Schaaf, seconded by Eric Maley. Voted on by voice vote aye – 12, no - 0 Motion carried. The Auditor’s report from Northwoods Accounting was read by Supervisor, Michael Schaaf. Melissa Sunderland found the financial records to be in order and they match the bank statements. Open Discussion Eric Maley brought up the discussion about the placing of flags at the cemeteries for the Vets. He checked into who was doing the flagging and found that no one was currently doing it. He and Gene Visger put flags on our town cemeteries last year. He noticed that not all Vets had a flag holder, so he proposed getting flag holders for our cemeteries. They ordered 30 flag holders @ $10/per holder. It was discussed that the town should pay for the flag holders. Fran Reinhardt expressed that he had talked to a military guy about putting flag holders on the graves, he stated that they should check with the family to see what the wishes of the Vets were on whether to have a holder or not. It was decided to put a notice that flag holders will be placed at the cemeteries on the Veterans gravesites that there currently has no flag holder and those wishing to have no flag holder put on the gravesites should contact Eric Maley or Gene Visger. The notice will be put on the website, at the dump, and at the Dairyland town hall. Next Michael Schaaf asked about the water level at Radigan Dam. It has filled up quite nicely, Matt Holter is keeping an eye on the level, with all the rain, and will adjust as needed. It was asked if the aerators were in and how they were working. Matt Holter said they were in and working correctly but are turned off now because of the warmer weather. No other items were presented for discussion. MONTHLY TOWN BOARD MEETING MINUTES HELD ON MONDAY, APRIL 8, 2024, @ 7 PM AT THE DAIRYLAND TOWN HALL Members present: Chairman, Fran Reinhardt; Supervisor, Gene Visger; Supervisor, Michael Schaaf; Treasurer, Richard Gustafson; and Clerk, Tammy Baer Visitors present: Mary Lou Bergman, Judy Aspling and Dennis Cummings, Hook & Anne Sandstrom, Billy Fish, Matt Holter, and Donald Roberts The meeting was called to order by the Chairman and the Pledge of Allegiance was recited. The County Report was given by Mary Lou Bergman. The County Zoning meeting will be on April 10th at the courthouse in Superior at 9:00 am, the Zoning conference has been cancelled due to lack of participants, the Logger Conference will be held on April 16th from 10:00 am- 1:00 pm at the Solon Springs Community Center, Mary Lou expressed her appreciation of the towns support for the 16 years she served on the County Board of Supervisors. She enjoyed getting to know and working with the town boards, also learned a lot about how government works, and wishes Dennis Cummings the best as the newly elected County Board Supervisor for our area. Dennis Cummings spoke about his looking forward to working with the board and serving our area on the County Board of Supervisors. The minutes of the previous meeting were read by the clerk. An amended note of the minutes was brought to the attention that the 20% listed should have been 2%. The Clerk will make the correction. A motion to approve the minutes of the previous meeting with correction, was made by Mike S., seconded by Gene V. The Treasurer’s report was given by the treasurer. We have an ending balance for March of $101,788.82 with $9840.49 in checking, and $91,948.33 in Money market, less tonight’s checks. We received the road aid payment and some other checks, so we have around $150,000.00 total. The treasurer talked about paying Nordic Group the final payment for the Radigan Dam project. The board gave the approval to make the final payment to Nordic Group. A motion to approve the treasurer’s report was made by Gene V., seconded by Mike S. Accounts payable/bills were presented to the board for review and payment. A motion to approve the accounts payables/bills was made by Mike S., seconded by Gene V. The correspondence was given by the clerk, County Board of Adjustment meeting will be on Wed., April 24th at the courthouse at 10:00 am. We received the WTA Annual Dues statement for 2024-2025. The County Zoning meeting notice to be held on Wed., April 10th, at 9:00 am at the courthouse. Permits – there were no permits received this month. BOR & OPEN BOOK DATES were presented to the board for approval. Open Book will be held on Wednesday, May 1, 2024, from 3:00 pm- 5:00 pm at the Dairyland Town hall. Board of Review will be held on Thursday, May 9, 2024, from 6:00pm – 8:00pm. Annual Meeting time & Date was discussed. The Annual Town Meeting will be held on Tuesday, April 16, 2024 @ 7:00 pm @ the Dairyland Town Hall. Mowing bids dates were discussed. The clerk will put the ad in the paper for Mowing bids being accepted for the 2024 mowing season. The bids need to be received by Friday, May 10, 2024, and will be opened at the Monday, May 13, 2024, Town Board Meeting @ 7:00 pm. Road update: not much has changed from last month with the roads and FEMA. Matt will try and get the Radigan Dam project submitted soon. Matt Holter talked about the spare sander and possibly trading it to the Town of Blaine in exchange for gravel. This will be discussed later and would be an intergovernmental contract between the two towns. Fire Dept. update: the Fire Department is preparing for the Fire Department Open House. Monthly Board Meeting Minutes held on Monday, March 11, 2024 At the Dairyland Town Hall Members present: Chairman, Fran Reinhardt; Supervisor, Gene Visger; Supervisor, Michael Schaaf; and Clerk, Tammy Baer Visitors present: Dawn Snow, Mary Lou Bergman, Les Chandler, Matt Holter, Hook& Anne Sandstrom, and Billy Fish The meeting was called to order at 7:00 pm & the Pledge of Allegiance was recited. County Report was given by Mary Lou Bergman. Forestry met in February. The advanced registration for campgrounds opened in February as seems to be working. Mary Lou spoke about the ARIP program to improve Class B roads for agriculture equipment use. They would pay 89% of the cost, the rest the town would pay. Online applications are due by 5:00 pm on April 5th. Les Chandler, one of the candidates for the County Board Supervisor position for our area, introduced himself. He has lived in the Gordon, Wascott areas, has served 4 years in County Forestry, 20+ years at the County Highway Department, has coached sports in Solon Springs, and Gordon area. The minutes of the previous meeting was given by the clerk, and a motion to approve the minutes of the previous meeting was made by Mike S., and Gene V. The Treasurer’s report was read by the clerk as the treasurer was ill and unable to attend. We have $16,210.79 in the checking, $234,691.50 in Money Market. We have an ending balance of $250,902.29. The treasurer expressed some concerns about the state of the finances and the repayment of the loan for the Radigan Dam project, and the levy limit for the coming year. A motion to approve the treasurer’s report was made by Gene V., seconded by Mike S. The accounts payables/bills were given to the board to review and approve. A motion to approve the paying of the bills was made by Gene V., seconded by Mike S. The correspondence were given by the clerk. The ARIP program, WTA district trainings, County Highway Department centerline stripping costs letter, Douglas County Zoning &Planning meeting on Wednesday, March 13, 2024 @ 9:00 am at the courthouse in Superior. The clerk informed the board that M. Hughes has requested to use the Town Hall on March 23, 2024. Open Book & Board of Review Dates, the clerk will forward the email to the board for review and approval of dates. Permits: there were 2 camper renewals, and 3 building permits were presented to the board for approval and review. A motion to approve the camper renewals and the building permits was made by Mike S., and seconded by Gene V. Road Update: The roads are good for now. The Roads have been posted for the weight restrictions. FEMA- small project is finalized, and 2022 ice storm project has been submitted. The Radigan Dam project is just about ready to submit. Equipment: We have a new sander that was purchased years ago and is just in storage. The Town of Blaine is looking for a sander. It was suggested that we see what we paid for the sander and offer it to the Town of Blaine for the price we paid and add 20% to that for a price. The Board will discuss this at a later meeting. We will check into the price we paid for it. Fire Update: they had a couple of fire calls, helped with the missing person search in Pattison. The only update is in the summer/fall the Cozy Corner Fire Hall will need to be insulated before next winter. The Fire Chief removed a campaign sign from the fire hall property. TOWN BOARD MEETING MINUTES HELD ON MONDAY, FEBRUARY 12, 2024, @ 7 PM AT THE DAIRYLAND TOWN HALL Members present: Chairman, Fran Reinhardt; Supervisor, Gene Visger; Supervisor, Michael Schaaf; Clerk, Tammy Baer; and Treasurer, Rick Gustafson Visitors present: Mary Lou Bergman, Dennis Cummings (candidate for County Board Supervisor), Judy Aspling, Matt Holter, Hook & Anne Sandstrom, Pastor Earl & Charmaine Leach from Woodland Church. The Chairman called the meeting to order @ 7:00 pm and the Pledge of Allegiance was recited. County Report: Mary Lou Bergman gave the County report. The board is in hiatus right now, there is a Board of Adjustment meeting on Feb. 28th at 10:00 am at the Courthouse in Superior. There have been some meeting changes on the calendar: Zoning will meet Mar. 13th, Forestry will meet Feb. 26th, County Board will meet April 12th, and April 18th, for reconfiguration of the Board after elections. Mary Lou then turned the floor over to Dennis Cummings who is one candidate running for her position in April. He is from Gordon, grew up & lives in the area. He has served on various non-profit organizations boards, is looking forward to working with the town boards in this district if elected. The minutes of the previous meeting were given by the clerk. A motion to approve the minutes of the previous meeting was made by Gene V., seconded by Mike S. The Treasurer’s report was given by Rick G. We had an Ending Balance in January of $329,890.67 with $314,453.81 in Money Market, and $15,436.86 in checking. We collected $65,115.11 in taxes which gives us an ending balance of $395,005.78 which doesn’t include this month’s bills. Waiting to receive the severance payment and FEMA money. A motion to approve the treasurer’s report was made by Mike S., seconded by Gene V. Accounts payable/bills were presented to the board for review & payment. A motion to approve the paying of the bills was made by Mike S., seconded by Gene V. Correspondence was presented Northwest Regional Housing Rehabilitation Program has funding available to help with home projects, a flyer will be posted at the Town Hall and dump for more information. Information about the culvert inventory program and bridge inspection from the WTA and Delmore Consulting/Paladin Project Management, we need to choose whether to do it ourselves, hire the private sector, or hire the County Hwy. department (if they are willing). The town board chose to do it ourselves. Permits: the camper renewals & Building permits were presented to the board for approval and review. There was only 1 building permit for an accessory building for Roger revocable living trust, but the clerk needs to send them paperwork before it can be approved. There were 5 camper renewals. There was a motion to approve the camper renewals made by Mike S., seconded by Gene V. The 2024 Aphis Contract for beaver removal was presented to the board for review and renewal in the amount of $3,900.00 for the year, which will be paid next month. A motion to accept the contract in the amount of $3,900.00 was made by Gene V., seconded by Mike S. The Woodland Church Pastor Earl Leach addressed the town board about using the town hall for its church services as the Wesleyan district is selling the church property and it will go up for sale in March. The board approved the request for the church to use the town hall on Sundays for its church services, provided there is no conflict with hall rental usage. The church asked if they could bring in a cabinet to Road update: There is nothing new to report. FEMA: still doing paperwork and reclamation paperwork. The Radigan Dam project: they are sending the Certificate of completion, but the work hasn’t been all done yet, the railings need to be installed and grass seeding needs to be done. We are holding off on signing until the work is done. There was discussion about the 3rd Nordic payment, and we are holding it. Fire Dept. update: There was no news. MONTHLY TOWN BOARD MEETING MINUTES Held on Monday, January 8, 2024, @ 7 PM at the Town Hall Members present: Supervisor, Gene Visger, Supervisor, Michael Schaaf; and Clerk, Tammy Baer. The Chairman, Fran Reinhardt was ill and Treasurer, Rick Gustafson was unable to attend. Visitors present: Dennis Cummings and Judy Aspling from Gordon, Hook & Anne Sandstrom; Billy Fish, Matt Holter, and Dawn Snow. The Supervisor, Michael Schaaf called the meeting to order @ 7:00 pm and the Pledge of Allegiance was recited. Michael Schaaf was acting as the Chairperson of the meeting as Fran R. was ill and could not attend the meeting. The County Report was sent by Mary Lou Bergman, as she was ill, and read by the clerk. The Zoning meeting will be at 9:00 am on Wednesday, January 10, 2024, at the courthouse. There is a very contentious Conditional-use application on the agenda, Up North Resort has applied for a campground expansion of up to a maximum of 200 sites. Mary Lou Bergman is not running for Board Supervisor in the spring and there are 2 candidates running for her position. There will be a candidate town hall forum on March 4, 2024, from 4:30pm- 7:30 pm at the UWS Yellowjacket Union Great Room. The forum is open to the public. On December 21st County Board Meeting the board passed a resolution to include previously advertised sale process in the Land and Development policy and Procedures manual. If anyone is interested in purchasing tax deeded properties, contact the County Clerks Office for more information and clarification. Dennis Cummings introduced himself and stated that he was running for the position of County Board Supervisor in the Spring Election of 2024. The minutes of the previous meeting were read by the clerk. A motion to approve the previous meeting minutes was made by Gene V., seconded by Mike S. Rick G. sent the Treasurer’s report and it was given by the clerk. The town has a December Ending balance of $222,741.36 with $10,720.30 in checking, and $212,021.06 in Money Market. We received the road aid in the amount of $55,746.26 which gives us a balance of $278,487.62 before tonight’s paying of the bills. We received the Notice & Agenda for the County Planning & Zoning meeting on Wednesday, January 10, 2024, at 9:00 am at the County Courthouse. Bellin health, no drivers chosen for the first quarter. The clerk received 2 requests for rental of the Town Hall on January 20th, and January 27th. Permits – None received. Road update: Nothing new still cleaning up ditches from last winter’s ice/snowstorm.
Fire Dept. update: the Fire Department had 37 calls last year, which was down from previous years, 18 in Dairyland, 14 in Blaine, and 5 Mutual Aid, Medical calls: 16 in Dairyland, 11 in Blaine and 2 Mutual aid, Car accidents: 1 in Dairyland, 2 in Blaine. County Report was given by Mary Lou Bergman. Zoning will meet on Dec. 13th, County Timber sales held came to 1.2 million Dollars, Mary Lou Bergman’s position as County Board Supervisor will be vacant in April, if anyone is interested in running the nomination papers need to be in by Jan 1st at close of business day. The Previous meeting minutes was given by the clerk. A motion to approve the previous meeting minutes was made by Gene V., seconded by Mike S. The Treasurer’s report was given by Rick G. We have an ending balance on $224,738.02, with $221,750.77 in Money Market, and $2,987.25 in checking. A motion to approve the treasurer’s report was made by Mike S., seconded by Gene V. The treasurer gave an update on road spending, on the road aid, and paying for equipment. He strongly urged holding down spending costs until after January as funds are tight. Accounts payable/bills were presented to the board for review and approval. A motion to approve the paying of the bills was made by Mike S., seconded by Gene V. Correspondence was presented to the board. Zoning Meeting on Dec. 13th, Planning & Adjustment meeting on Dec. 20th, Northern Pest management renewal in the amount of $1,745.60, and the Transportation Aid for 2024. Permits – Clerk received the DOVR building permit from the county so issued and mailed back the permit to DOVR. Presentation of Election Inspectors list for 2024-2025 was given to the board for review & approval. WTA Town Advocacy Council renewal amount was discussed with the board and the board approved to pay for 18 months instead of 12 months. Road update: the gravel roads are frozen now, so Matt is working on clearing brush along ditch lines. The town received an extension on the 2022 Dec. ice/snowstorm paperwork & project completion until January16th. There was discussion on whether to lower the price of $17,500 to a lower amount, on the old dump truck to see if we could get it sold.

PUBLIC HEARING Chairman, Fran R. presented the 2024 proposed budget for review in the amount of $414,816.00 with a Levy amount of $34,794.00 with $12,000.00 going to the Fire Department and $22,794.00 into the General Fund. He asked if there were any comments or questions. No other questions or comments were made. SPECIAL TOWN MEETING Next the Chairman called the Special Town Meeting to order at 6:18pm, in which the town residents approve and adopt the 2023 property tax levy to be paid in 2023 per§§60.10 (1)(a). A motion to adopt the 2023 property tax levy to be paid in 2024 of $34,794.00 of which $12,000.00 for the Fire Department, and $22,794.00 to General Fund, was made by Matt Holter, seconded by Hook Sandstrom. Clerk, Tammy Baer, was absent due to illness. Visitors: Mary Lou Bergman, Dawn Snow, Matt Holter, Billy Fish, Hook & Anne Sandstrom The meeting was called to order at 7:00 pm by the chairman and the Pledge of Allegiance was recited. County Report: Zoning meeting 11/8/23, Dairyland had nothing on the agenda. County parks are closed until spring. Restrooms at St Croix dam will be open, but not maintained, through the winter. Usage of parks continues to increase. Eurasian milfoil has overtaken the Gordon Flowage, possibility of drawdown of flowage to combat this invasive species. Public hearing will be held in advance of any drawdown. Seeking anyone interested in being on a committee related to the Eurasian milfoil issue. Mary Lou Bergman has decided that she will not be a candidate for Cty. Bd. Supervisor in the spring election. Nomination papers are available in the County Clerk’s office. Papers may be circulated from Dec. 1 – the close of business the first full business day of January 2024. The district includes Dairyland, Gordon, Wascott and the south half of Summit. Minutes of the previous meeting were read by the treasurer. A motion to approve the previous meeting minutes was made by Gene V., seconded by Mike S. The Treasurer’s report was given by Rick G., the End of October we had $322,575.98 in the Money Market, $7,987.52 in Checking, with an Ending Balance of $330,563.50. A motion to accept the treasurer’s report was made by Mike S., seconded by Gene V. The accounts payables/bills were presented to the board for review and approval. A motion to approve the account payables/bills was made by Gene V., seconded by Mike S. Correspondence was presented to the board. Douglas County Zoning Regular Meeting agenda. Workshops available for Role of the Zoning Board of Adjustment and Role of the Plan Commission/Zoning Committee. Building permits: DOVR for a storage shed. No permit has been received from the county. A motion to provisionally approve the permit, permit to become active upon township receipt of a county permit, was made by Mike S., seconded by Fran. Gene abstained. Road Work Department Updates: Grading is being done and will continue until the roads freeze. The west side of the township roads have been done. Matt submitted a change in scope on our LRIP project to divide it in half so we can be covered on two years funding.

County Report: Mary Lou Bergman couldn’t be with us, so she sent her report and the clerk read it. The Forestry meeting for September was cancelled, land Conservation will appoint a citizen committee to study potential draw down of the St. Croix Flowage to help control/eliminate aquatic invasive species, Eurasian Mifoil is taking over. The County budget for 2024 is with Administration, final approval will occur on October 31, at 6:00 pm. Wisconsin Help for Homeowners is a new income-based program available to residents to help with overdue mortgages, property taxes, heat and utility bills, internet, and broadband, or pending foreclosures. A motion to approve the previous meeting minutes was made by Mike S., seconded by Gene V. The Treasurer’s report was given by Rick G., the End of September we had $311,121.76 in the Money Market, $11,613.37 in Checking, with an Ending Balance of $322,735.13. We received the road aid money. A motion to accept the treasurer’s report was made by Gene V., seconded by Mike S. The accounts payables/bills were presented to the board for review and approval. A motion to approve the account payables/bills was made by Mike S., seconded by Gene V. Correspondence was presented to the board by the clerk. Douglas County Zoning Regular Meeting, County Board of Adjustment Meeting, Estimated Transportation Aid for 2024, water sample report from the State of Wisconsin Laboratory of Hygiene (water test was negative for any contaminates). Permits that we received from Douglas County were presented to the board by the clerk for R&K Amundson for a seasonal dwelling. A motion to approve the permit was made by Gene V., seconded by Mike S. Set budget planning & hearing dates were discussed by the board and the Budget planning will follow the November Monthly Board Meeting on Monday, November 13,2023, and the Budget Public Hearing will be held on Thursday, November 16, 2023, at 6:00 pm. A motion to have the Budget Public Hearing on Thursday, November 16, 2023, at 6:00 pm, was made by Mike S. seconded by Gene V. The date for employee review was discussed and Monday, October 16, 2023, at 6:00 pm was set for the board to meet for employee review. Road Work Department Updates: Grading is being done and will continue until the roads freeze. The west side of the township roads have been done. There is a LRIP Meeting on Oct. 11, 2023, at 6:00pm in Hawthorne at the Douglas County Hwy. Dept. Building that Matt H. and Gene V. will be attending.
Fire Department Update: The fire department received a 50/50 grant from the DNR for the purchase of gear. The pumper certification is scheduled to be done soon. The maintenance on the Dairyland fire hall (fascia) has been done by Hook Sandstrom. Reports and comments from citizens: Dawn Snow asked the board what she should do with the materials she has from the planning commission. Members present: Chairman, Fran Reinhardt; Supervisor, Gene Visger; Clerk, Tammy Baer; Supervisor, Michael Schaaf; and Treasurer, Richard Gustafson Visitors present: Billy Fish, and Anne & Hook Sandstrom The meeting was called to order at 7:00 pm and the Pledge of Allegiance was recited. There was no county report as Mary Lou Bergman was not available to attend. The minutes of the previous meeting were given by the clerk. A motion to approve the minutes was made by Mike S., seconded by Gene V. The Treasurer’s report was given by Rick G., we have $9,157.64 in checking, $41,603.14 in Money Market, which gave us a balance of $50,760.78. Then we received $300,000.00 loan money for the Radigan Dam Project which gave us an ending balance of $350,760.78. A motion to approve the treasurer’s report was made by Mike S, seconded by Gene V. The accounts payables/bills were presented to the board for review & approval. A motion to approve the accounts payables/bills was made by Mike S, seconded by Gene V. The correspondence was presented to the board by the clerk, Douglas County WTA Unit Meeting notice, Douglas County Planning & Zoning Committee Meeting notice, an email form Ayres about extension of Radigan Dam project deadline. Road Plats were presented for the board for approval. A motion to approve and sign the road plats, was made by Gene V., seconded by Mike S. Discussion of issues at the dump that were reported with people coming after hours and dumping stuff, people not recognized being in the dump with gate opened not during dump hours, people climbing on the scrap pile and falling didn’t get hurt but possible injury issue. The options to address the problems that were discussed are: putting up signage, setting up a trail-cam, and getting a new gate. The clerk will investigate getting signage for the dump. Permits: We received a driveway permit for M. Holter, and a building permit for M. Zajac. A motion to approve the driveway permit for M. Holter was made by Mike S., seconded by Gene V. The clerk needs to send a building permit application for the Town of Dairyland to M. Zajac. Road work update: Mowing of roads is just about finished for this year. Fire Department Update: The Open House went well. The Chief asked about putting a donation letter in with the tax roll information. The board had no objection to this and thought it was a good idea. The treasurer will handle the letter being included with the tax roll information. Reports or concerns from the citizens: there were none.
